 Thanks for coming to the Recycle Team website for all Houston, TX residents living in the Memorial and Gessner area called Whispering Oaks.   As a team we can recycle dozens of items conveniently without any additional cost to anyone. We share taking recycle items by the recycling center only when we are going  by that area. We each do a little bit and we can keep anything  recyclable from entering the land fills. 7-13-07 I still think this is a great concept but we have a problem with it. It seems I can not get the people to sign up for it. Apparently the people in this neighbor do not want to carry other peoples trash.  It is true they are a little too stuff. Most homes are over $500,000. They don't want to get their hands dirty, but they don't want to pay the premiums to have someone else process the recyclables.  Another incident of consumptivitis.

It may this concept drop dead simple, cheap and doable.  It never went over.  We are not desperate enough.  Typical of the American that lives here. Try getting them to think about  www.EndAdictionToOil.com  Just get in your car and burn fuel. I put a park bench out in front of my house so the people riding the bus could site down. Do you think anyone else would replicate that? Right the answer is no.
 

Of course I have it chained down.  It has been there 2 years. IT works. Cost me $ 50.  Hundreds of people helped.

Here is how the program will work  for those of us in Whispering Oaks. You start saving all the things  that can be delivered to the Westpark Drop off site that is listed in the yellow box below. You start to collect all of these items in brown paper bags  instead of putting them your  garbage can which will end up in the landfill. If you were to collect a months worth it would fill most of your car.

This plan is for the Whispering Oaks Association to promote the recycle program. In our  mailing we  ask the  Whispering Oaks Residents to send me their e-mail address to be placed on a data base only for this recycle program. When a resident is going to go by the 5900 Westpark Recycle Center I will mail out a short e-mail to the members of our team.

Eventually  we would like to have on file all the members of the subdivision on the mailing list. . Everyone should recycle. We have to save the planet. Here is how it would work.

 Sally Smith"  says to herself. " I am going to The Medical Center or Rice University,  so  this would be a good time for me to drop off any recycle items at the  5600 Westpark facility for my neighbors.  Since I am going by there anyway I won't be wasting any precious  gas.   I may as well fill the car with recycle items from my Whispering Oaks Neighbors.

Now  she emails me that she is leaving her home for the recycle center. She states that  she can receive recycle items if you drop them off at her by her car anytime after  ___________AM  _____PM. on Day__________Month_______ Date._______Her car will be our in front of her house  at _________________Street.  I will  then send a notice  to all the residents who have provided their e-mail address. . Any neighbor with a brown bags of recycle items  can drop them off by her car which will be parked in front. They dont have to meet with each other. The car will have a Whispering Oaks Recycle Team Sign Click Here to Print a copy.      You can also  e-mail Brian Nelson to have one sent to you as a Word Document.  Just tape it to the window of your car  to make sure the recycle team neighbors know  they are in the correct place to process recycle materials on that day only. .
Whispering Oaks  residents will just leave their paper or plastic bags full of recycle material outside her car.  They next time they  might be going to  down Westpark to the Medical Center or Rice University they could do like wise.  With this plan we don't spend a lot of  extra gas driving to help the environment.

When you go to 5900 Westpark Recycle Center   You will enter from Westpark. You don't have to park. It is a drive through building. The city employees unload your  car and sort the materials as needed. You are on your  way in minutes. When you exit the  recycle building  you will be driving through to the service road alongside  the Southwest Freeway No. 59.   It is simple and easy to do. It will make it easy on everyone to help recycle America.  Call me with any questions.  Just visualize how effective this would be if all neighborhoods could do something like this.  Please help us try this out. We will work out any problems as they arise. You can  recycle America and be proud to tell your children that you helped save the planet for them. This concept could spread nationwide because it doesn't cost anything and everyone can easily participate.

FAQ  Frequently Asked Questions. >
1. Do I have to give my name,  address and Phone no. ??  No.  All that is needed is your e-mail address so that you will be notified when someone else is going by the Recycle Center. Your email address is only  known to Brian's Computer and is not sold or mailed to anyone else.
2. Do I have to pick up the items from the other neighbors?  NO . They will bring it to you . They will put the bags by  your car  because you will have to provide an address at that time so the neighbors will know to drop the recycle bags off at your house.
3. What type of a container should the recycle items be in?   A brown bag  2/3 full so there is room to fold down the top and stable or tape the top so cans and bottle won't be spilling out into the drivers car.
4. Do I get my bags and boxes back.? No.  If you are the driver you can ask for  any bags or boxes back but you would not be responsible to return them to other neighbors. That would make it too complicated.
5.  What items can be recycled?  Newspapers, Magazine, Office Paper, Glass Food and  Beverage Bottles and Jars,  Plastic Bottle and Jugs marked # 1 & 2., Aluminum and Tin Food Trays, Cardboard boxes, computers, Motor Oil, Tires. Paper items can be dropped off at the schools if it is more convenient.
6. Should I rinse  out my cans and bottles?  Yes. Please do because after a few days they start to stink.
7.What hours can I drop  off items at the recycle center?  
  Monday through Saturday 8 a.m. - 5 p.m
8. Who do I call when I have a question or a problem?  Brian Nelson 713-467-3025,   Fax 713-467-3192. It is also a good idea to call him telling him that you have sent him an email that you are going to the recycle center because he is not always at his computer. He can have the mailing sent out  even if he is out of town traveling.
9. I seldom drive anywhere. Do I have to haul others recycle items?  No. Just donating your recycle items is a big help. Not everyone goes by the recycle center at 5900 Westpark yet others go by that location on their way to work everyday.
10. .What do I have to do  to get off the recycle mailing list?  Just send an e-mail indicating such.
11. How will I benefit from this program?  You will be helping to maintain  the planet and make this a better world.  You might also get to know your neighbors a little better.  You will definitely feel better when you know you have done your share to help our environment.

For those homes not served by curbside recycling, the city offers alternatives. The Westpark Consumer Recycling Center at 5900 Westpark is a drive-through facility where citizens can drop off their recyclables. Currently, more than 6,000 citizens per month bring their recyclables to the center. These items are then sold to private companies for recycling, with the revenues from the sale being deposited into the city's general fund.

The Westpark Consumer Recycling Center allows all Houstonians the opportunity to recycle their used goods. The center accepts #1 and #2 plastic containers, aluminum and tin cans, B.O.P.A. cardboard, computers and other residential electronic scraps, glass bottles and jars, magazines, newspapers, office paper, oil filters, telephone books, used motor oil, used tires.
They do not accept Beta or VHS Video tapes.

The Solid Waste Management Department will only accept up to 5 (five) electronic components per month per customer for electronic scrap at the Westpark Consumer Recycling Center.

THE ReSTORE
The ReStore is located within the City of Houston Westpark Consumer Recycling Facility. It is open from 8:00 A.M. until 5:00 P.M., Monday through Friday except City holidays. The ReStore acts as a book swap, a recycling information library, and a repository for items of post consumer and post industrial scrap for use in art projects. It is also available for small groups who would like a presentation on the benefits of recycling. The Department also gives presentations to groups of up to 20 people.

3-1-1 is being increasingly viewed as a tool to enhance citizen access to government services.   Governments across the United States are forced to change the way they interact with constituents.   Citizens have new expectations from their government, and the 3-1-1 Houston Service Helpline is making every effort to meet those expectations.   We have expanded our original customer service so citizens can now go online to create their own requests and receive a service request number via email within minutes, provided an email address is entered into the request form.   Our new online service allows our customers to request Houston city services at anytime; in the same way they interact with their banks and creditors.

Please rinse out cans and bottles so they don't stink up your house or the car while they are being collected and delivered. Remove paper from cans and bottle and put that in paper recycling which is easily donated to the collections dumpsters at the schools.

Recycling Services

Curbside Recycling
Curbside recycling is the largest and most popular recycling program, with more than 140,000 homes receiving biweekly service.

Curbside Recycling PhotoCurbside recycling began as a pilot program in 1990 with 27,000 participating homes using the bin method of recycling. Homes received service on a weekly basis. In addition to these original 27,000 homes, 19,000 more homes had the opportunity to recycle through the "blue bag" approach implemented by Browning-Ferris, Inc.

After comparing the advantages and disadvantages of both curbside methods, the city of Houston chose the bin method. Therefore, in 1991, the city of Houston took over these 19,000 homes. All have been converted to the green bin collection method.

Curbside recycling requires residents to place newspaper, magazines, telephone books, aluminum and tin cans, advertising mail, corrugated cardboard, plastic soft drink, milk and water containers, together in the same bin. Each bin holds 18 gallons of recycling material and is itself made out of 25% recycled plastic and 75% virgin material. Used oil is also collected and is placed next to the bin in clean containers with screw-on tops.

Curbside recycling was changed from a weekly to a biweekly service to reduce the number of trips into the neighborhoods, thereby reducing fuel consumption and emissions. Biweekly service is also more cost-efficient for the department by ensuring the bins are full on collection day.

Subdivision chairpersons act as liaison between the community and the recycling division.  Recycling information also is presented by the recycling staff through presentations at civic club meetings, area schools and trade shows. Additionally, the recycling staff distributes brochures and handbooks.

Frequently Asked Curbside Recycling Questions

Yard Trimmings Recycling
The City of Houston Yard Trimmings Recycling Program began as a pilot program in 1993.  Due to the expansion of automated garbage collection, workers who were displaced by the automated garbage collection program were transferred to the recycling division's once-per-week yard trimmings collection service.

This separate yard trimmings collection service is being offered to all citizens who receive the automated garbage collection service. Yard trimmings make up approximately 30% of the total residential waste stream in Houston. Recycling yard trimmings will save the city in landfill costs and extend the life of landfills. The grass clippings and small branches that are collected are taken to a private composting facility and processed into mulch.

Guidelines for Yard Trimmings Recycling

Grass clippings, small branches, and leaves must not be placed in the automated garbage cans. They must be put in sturdy one-way containers (bags), not weighing more than 50 pounds, and placed at the curb 3 feet away from the automated container for separate yard trimming collection.

Small branches may be put in bundles as long as each bundle is less than 4 feet in length, 18 inches in diameter, and not weighing more than 50 pounds.

Yard trimmings mixed with paper, plastic or any other type of waste will not be collected.

Wood Waste Recycling
As part of the City of Houston's regular heavy trash pickup, the city has entered into a five-year agreement with three private companies to sort wood waste from the heavy trash and convert it into useable products such as mulch, soil amendments and boiler fuel.  Over 125,000 tons of heavy trash is collected by the department annually, with wood waste comprising approximately 32% of this amount. This is one of the most economical recycling programs in the country. Because the city already collects wood waste in its heavy trash, no separate program is necessary. An average of 25,000 tons of wood waste could be diverted from landfills each year.

BOPA - Batteries, Oil, Paint and Antifreeze
Through a grant from the Houston-Galveston Area Council of Governments, the Recycling Division has begun a "BOPA" program at the Consumer Recycling Center located at 5900 Westpark. The City of Houston now accepts "B"atteries, "O"il, "P"aint and "A"ntifreeze for recycling at the Center. The batteries accepted are car-type batteries (lead-acid); used oil up to 5 gallons and oil filters; latex paint only (sorry, no oil-based) up to ten 1-gallon cans and one 5-gallon can; and antifreeze up to 5 gallons. The latex paint accepted at the Center is recycled and used in the City's ongoing graffiti abatement program. Additionally, the Center accepts up to 10 tires for disposal, making the Center a "one-stop-shop" for all do-it-yourself mechanics.

Household Hazardous Waste Collection
Since 1992 the Department of Solid Waste Management, first with the Department of Health and Human Services and now on its own, has provided a way for citizens to dispose of their household hazardous waste. This waste includes such products as old paint, pesticides, cleaners and solvents. In the past the City did this by providing days when citizens could bring this waste to a site where the material would be collected for disposal or recycling.  Now, through a grant from the Houston-Galveston Area Council of Governments and the Texas Natural Resource Conservation Commission, the City has established a permanent collections facility that is open weekly. This facility is the Environmental Service Center (South and North).

Neighborhood Drop-Off Sites
Another alternative for neighborhoods without curbside recycling are neighborhood drop-off sites.

Volunteers are available at the Westpark Consumer Recycling Center and the Environmental Service Center drop-off sites to assist residents who bring their recyclables to these locations. Ellington Field, Kingwood, Center Street and the Vista Fiber sites accept all recyclables collected in the curbside recycling program, with the exception of used motor oil. Glass bottles and jars are also accepted at these sites. Used motor oil is accepted at the three depository sites.
Used Oil

Used Oil DepositoryIn 1992, Houston became the first major city in the country to establish a curbside used motor oil recycling program. The city currently provides curbside collection of used motor oil to 140,000 homes by using recycling trucks that have been retrofitted with used oil collection racks.

A 1,000-gallon used oil storage tank was placed at the city's recycling processing center.  Brochures explaining the program have been delivered to every participating household, and free one-gallon jugs were made available to all interested participants. Used oil and oil filters are also collected at the Westpark Consumer Recycling Center and the previously mentioned Department of Solid Waste Management Depositories.

Christmas Tree Recycling
The Christmas Tree Recycling Program began in 1991 as a joint effort between the Department of Solid Waste Management and the Parks and Recreation Department. To date approximately 500,000 Christmas trees have been recycled resulting in a landfill savings of approximately 53,000 dollars.

During the holiday season there are numerous drop-off sites located around the city. The trees are chipped and converted into mulch products for sale back to the public.

Electronic Scrap Recycling
Residential electronic scrap items accepted by the City of Houston are monitors, televisions, printers, keyboards, mice, scanners, fax machines, telephone handsets, VCRs, CPUs, cellular phones without batteries and other small consumer electronics.

Computers and related components contain hazardous materials that can leach into a community's water supply. Cathode ray tubes (CRTs), circuit boards, batteries, and mercury switches contain hazardous materials, such as lead, mercury, cadmium and chromium.

Electronic scrap items can be dropped off at the Westpark Consumer Recycling Center or the Environmental Service Center (South and North).

You may not be aware but when you get new carpet you have to dispose of the old carpet,  On 7-20-06 the going price you get paid for you old foam carpet pad was $.17 per pound.  Yes............ you get paid to bring your carpet pad to a recycler who will make it into new pad.  To locate the carpet dealers in your area  type in to Google the words "  Carpet Pad Recycling"  and the name of your city.  Houston has 3 locations. Welcome to Recycle City! Just a few years ago, this place was called Dumptown. For years, the folks living here hadn't thought much about where waste went when they threw it out. And, eventually, that became a very BIG problem...

Because Dumptowners didn't know what happened to waste after it was thrown away, they thought nothing of dropping empty soda cans here and there or putting cans of leftover paint right into their trash cans.

Things that easily could have been reused or recycled were tossed in the trash, because nobody believed recycling made a difference. At the dump, they threw dangerous chemicals and poisons (hazardous waste) into the regular garbage (solid waste).

The garbage heap grew and began to smell. Sometimes it caught fire, sending toxic smoke into the air and making it hard for everyone to breathe. Dumptowners tried moving away from the mess, but wherever they moved, the problem was still there—on the ground and in the air. They knew they had to fix it.

They learned to reduce the amount of waste they threw away. For example, they bought items at the store that weren't wrapped in extra packaging, so there would be less to throw away. They learned to reuse other things—like washing out empty jars instead of throwing them away. And, they learned to recycle. They set up bins around town to collect glass, paper, and aluminum that could be converted back into raw materials, then made into new products.

Dumptowners paid special attention to hazardous waste and set up special collection points where people could drop off used chemicals, paints, and cleansers for safe handling and proper disposal. Instead of buying environmentally harmful cleaning products, chemicals, and pesticides, many Dumptowners switched to natural, safe substitutes.

Finally, they closed the old city dump and built a new solid waste landfill outside of town. With the town's new image, it needed a new name, and Recycle City was born. Travel around Recycle City and find out what folks here are doing to reduce waste and make the environment better.

How To Get There:

  1. From Highway 59, take the Fountainview exit from north or south.
  2. Go one block west to Westpark
  3. It is the large, metal building to your left, turn left and enter from Westpark
  4. After you drop off your materials - it is easy to exit onto the feeder road for Highway 59

Once a year on Earth Day (mid-April) the City of Houston collects hazardous materials at several locations around the city. Check with the City water department for when and where.

Should I Wash Labels Off Of Cans? Plastic? Glass?

Cans and Glass are put into furnances and melted - so the labels are burned off. Plastic is melted - but does not get hot enough to burn off the labels. So you should wash the labels off of plastic but you don't need to wash them off of cans or glass.

Can I Get Money For Any Of My Recyclables?

You can sell aluminum cans and car batteries to most metal recyclers.

Where Can I Recycle Paper And Plastic Grocery Bags?

Most grocery stores take them.

The curbside recycling program can be used to recycle the following items as described below.

Newspapers, magazines, shopping catalogues, and color ad inserts:
must be loose, clean and dry; avoid yellowed or wet paper; sort newspapers and ad inserts into brown paper bag; keep separate from magazines and shopping catalogues; no string, rubber bands or plastic bags.
Aluminum, tin, steel, and empty aerosol cans:
place small metal lids inside larger containers; labels are ok.
Plastic Bottles (recyclable types 1 and 2 only)
neck must be smaller than base; crush when possible; remove and discard all plastic lids; no motor oil or widemouth containers; no containers larger than 3 gallons.
Glass Food and Beverage Bottles and Jars:
clear, green, and brown only; remove lids; no broken or treated glass; no mirrors, window panes, ceramics, drinking glasses, etc.
Telephone Books:
collected throughout the year; place on bottom of recycling bin.
Used Motor Oil:
drain into clean, screw-top, non-chemical container; a plastic milk bottle or the original container can be used; place next to recycling bin.
Preparation:
  • remove lids; discard all plastic lids; rinse and drain.
  • flatten plastic and aluminum containers when possible.
  • place filled bin at the curb in front of your house by 7am; remember to place containers of used motor oil NEXT TO your bin; if it looks like rain, keep all paper items indoors until your next pick-up day.
KEEP IN MIND
  • all unacceptable material will be left in your bin.
  • your bin is city property. if you move, leave your bin behind.
